Many people have commented on the uselessness of the IGF's official Web site. Well, by virtue of the new version of the preamble added to the Web site following the Athens meeting, we now know why:
This is the official Web site of the Internet Governance Forum (IGF), run by the IGF Secretariat. Its purpose is to support the United Nations Secretary-General in carrying out the mandate from the World Summit on the Information Society (WSIS) with regard to convening a new forum for multi-stakeholder policy dialogue - the Internet Governance Forum (IGF).
It seems that the Web site isn't for you and me anyway; it's for the Secretary General. So quit your complaining.
